Workplace Ethics, Professional Integrity, and Institutional Responsibility in a Government Training Institute
1. Understanding the Case
This case highlights issues of workplace ethics, professional conduct, misuse of informal authority, and institutional discipline within a government-run Advanced Training Centre (ATC).
A newly appointed Trainer (Rohit) faces continuous unprofessional behavior, intimidation, and obstruction from a colleague (Mr. Rajesh), a non-teaching staff member (role is to maintain the machinery and workshop ) . The situation escalates from lack of cooperation to public humiliation, interference in teaching, coercion, and attempts to manipulate students and records.
Notably, the conduct also reflects the creation of an artificial hierarchy, where an individual without formal authority attempts to assert dominance and control over academic and administrative processes.
The case raises critical ethical questions regarding:
-
Professional integrity vs. workplace politics
-
Duty towards students vs. administrative disruptions
-
Tolerance vs. timely escalation of misconduct
-
Individual dignity vs. institutional discipline
2. Background of the Case
Rohit, a sincere and committed Trainer, joined the ATC with the objective of delivering quality technical education, particularly in Robotics and related trades.
However, from the initial days, he faced systematic non-cooperation from Mr. Rajesh, who:
-
Failed to provide knowledge transfer (KT), study materials, or subject clarity what docs are there , affecting onboarding.
-
Did not conduct assigned classes regularly, despite institutional instructions.
-
Frequently interfered in classrooms, questioning teaching methods in front of students.
-
Used rude, humiliating, and aggressive language, undermining dignity.
-
Created confusion in institutional functioning, such as delayed opening of ATC and mismanagement of student movement.
-
Delayed provision of raw materials, disrupting practical sessions like CNC , Robotics training.
-
Attempted to influence students to complain against Rohit and allegedly threatened job security.
-
Encouraged falsification of records (e.g., WhatsApp reporting under Master Trainer supervision even when absent).
-
Restricted basic facilities (e.g., locking common washroom), causing inconvenience and friction.
-
Displayed poor work discipline, including frequent phone usage and early departure from duty hours.
Additionally:
-
The Principal and RDD had already cautioned Mr. Rajesh and emphasized proper conduct.
-
Rohit initially chose restraint and informal resolution, prioritizing institutional harmony and the colleague’s professional growth.
-
However, continued misconduct, coupled with attempts to assert informal control and artificial authority, created a hostile, demoralizing, and politically charged environment.
3. Ethical Issues Involved
Abuse of Informal Power
-
Acting beyond authority and creating an artificial hierarchy within the institution.
Violation of Professional Ethics
-
Public humiliation, disrespect, and lack of workplace decorum.
Compromise of Academic Integrity
-
Disruption of classes, discouraging practical learning, and falsification of records.
Coercion and Intimidation
-
Threats of retaliation and influencing students and staff for personal motives.
Lack of Accountability
-
Avoidance of responsibilities like teaching, timely attendance, and material support.
Impact on Vulnerable Students
-
Insensitive handling of economically weaker students, leading to disengagement.
Toxic Work Environment
-
Promotion of fear, mistrust, and unhealthy power dynamics driven by ego and dominance.
4. Stakeholders Involved
-
Rohit (Dept. Trainer) – dignity, professional growth, mental well-being
-
Students (especially from poor backgrounds) – quality education, motivation, continuity
-
Mr. Rajesh (colleague) – accountability, behavioral correction
-
Principal & RDD – institutional discipline, governance and administration responsibility
-
Other Faculty Members – workplace harmony and psychological safety
-
Institution (ATC/ITI) – reputation, efficiency, public trust
5. Core Ethical Values in Conflict
-
Integrity vs. Manipulation
-
Respect vs. Humiliation
-
Duty vs. Negligence
-
Transparency vs. Falsification
-
Cooperation vs. Ego-driven behavior
-
Equality vs. Artificial Hierarchy
- Integrity vs. Defamation
-
Truth vs. Misrepresentation
-
Accountability vs. Abuse of Authority
-
Professionalism vs. Misconduct
-
Respect vs. Humiliation
-
Transparency vs. Falsification
-
Justice (Natural Justice) vs. Coercion
-
Institutional Integrity vs. Personal Ego
-
Ethical Leadership vs. Authoritarian Behavior
-
Equality vs. Artificial Hierarchy
-
Trust vs. Intimidation
-
Moral Courage vs. Fear-induced Silence
6. Challenges Faced by Rohit
-
Maintaining professional composure under provocation
-
Balancing patience vs. timely escalation
-
Protecting students’ interests despite disruptions
-
Handling false allegations and reputational risks
-
Navigating an environment influenced by informal power structures
-
Upholding ethical conduct without escalating conflict unnecessarily
7. Options Available
Option 1: Continue Ignoring the Behavior
✔ Maintains temporary peace
❌ Encourages further misconduct (this was continuing already )
❌ Strengthens artificial hierarchy
Option 2: Informal Discussion with Colleague
✔ Ethical, cooperative approach
❌ Already attempted, ineffective ( THEY SAID TIME COMES -PATIENCE)
Option 3: Report to Principal (Internal Escalation)
✔ Maintains institutional hierarchy
✔ Counters misuse of informal authority
❌ May escalate interpersonal conflict (already started )
Option 4: Formal Written Complaint
✔ Ensures accountability and documentation
✔ Protects against defamation and coercion
✔ Helps dismantle artificial hierarchy
❌ May impact colleague’s career ( thats why i didnt approached , have given no.of chances)
8. Ethical Course of Action (Best Approach)
The most appropriate course of action is a balanced and principled escalation:
-
Submit a formal, fact-based complaint
-
Focus on conduct, not personal attacks
-
Provide specific incidents and evidence
-
Maintain professionalism and restraint.
-
Continue sincere teaching efforts.
-
Prioritize student welfare.
-
Support institutional discipline and formal authority structures
-
Ensure that informal dominance and artificial hierarchy are not normalized
9. Justification (Ethical Reasoning)
Deontological Ethics (Duty-based):
Rohit has a duty to uphold truth, discipline, and institutional norms.
Utilitarianism (Greatest Good):
Addressing misconduct benefits the larger student community and staff.
Virtue Ethics:
Demonstrates patience, courage, integrity, and moral responsibility.
10. Conclusion
This case reflects how unchecked unprofessional behavior, combined with the creation of an artificial hierarchy, can erode institutional values, damage morale, and negatively impact student outcomes.
While patience and empathy are important, ethical responsibility demands timely and appropriate action against persistent misconduct. A balanced approach—combining professional restraint, factual documentation, and institutional accountability—is essential to restore discipline, uphold dignity, and ensure that the academic environment remains fair, respectful, and student-centric.

“It has been brought to my notice by colleagues that during a staff assembly, Mr. Rajesh made a remark to the effect of ‘mimmalni ekkada choosukovalo naak telsu akkade chooskuntam,’ ,,,!!!
Maa MASTER trainer lu chepindhe vinali ,,, implying that he would deal with individuals at an opportune time. Such a statement, as reported, carries an implicit tone of intimidation and control.
This reflects an attitude marked by arrogance,Ego, dominance, and disregard for professional decorum, and appears intended to create fear and assert undue influence over colleagues. The fact that several staff members felt uncomfortable yet chose to remain silent further indicates the coercive and unhealthy nature of such conduct within the workplace.”

It is pertinent to clarify that similar conduct by Mr. Rajesh has reportedly been experienced by multiple faculty members; however, many chose to exercise restraint and tolerance in the interest of maintaining institutional harmony.
In my case, I initially adopted a patient and composed approach, repeatedly advising him in a calm and professional manner to adhere to appropriate conduct. Despite this, his behavior appeared to be selectively escalated towards me, particularly in the context of my active engagement, consistent student attendance, and sustained efforts towards student welfare through innovative teaching practices.
Over time, as the instances of unprofessional conduct, interference, and intimidation increased, my threshold of tolerance was exceeded, leading me to formally object. The pattern of actions suggests an attempt to assert undue visibility and control, which has unfortunately been pursued at the cost of professional ethics, collegial respect, and the overall academic environment.”

“During the initial months of November and December, a significant number of students from economically disadvantaged backgrounds were attending classes, many of whom did not possess proper uniform sets. While the institution had advised corrective measures such as obtaining letters and undertakings, I adopted a constructive and student-sensitive approach by counseling students and communicating with their parents to ensure gradual compliance without affecting their learning , and a stand and listen approach.
However, Mr. Rajesh repeatedly intervened during ongoing classes without authorization, disrupted the academic process, and compelled students to leave the classroom and stand in the corridor for extended periods (2–3 hours) on grounds of uniform non-compliance. S
Such actions were excessively harsh, pedagogically unsound, and detrimental to the students’ morale and dignity.
This not only resulted in loss of valuable instructional time but also created fear, embarrassment, and disengagement among students, particularly those from vulnerable backgrounds, ultimately contributing to irregular attendance and, in several cases, students discontinuing their participation in classes.”

The Honourable Principal G.Sakru Gaaru has, on multiple occasions, advised us to submit a formal written complaint against Mr. Rajesh in view of his continued unprofessional conduct. However, we refrained from doing so, considering that he is relatively new to the service and with the intention of allowing him an opportunity to improve and adopt professional standards.
We consistently attempted to address the issues at an informal level, prioritizing institutional harmony over escalation. Despite these efforts and repeated guidance from the Principal, there has been no meaningful improvement in his behavior.
His conduct has continued in the same manner, disregarding both advice and opportunities for correction. This has compelled us to formally place these concerns on record.”

Although this practice has since been discontinued, it had earlier contributed to workplace friction and dissatisfaction among staff.”
The repeated delay by Mr. Rajesh in supplying essential raw materials for practical sessions, particularly during engagements, has led to significant disruption of academic activities and loss of valuable training time, reflecting poor coordination and lack of responsibility towards instructional requirements.”

As per the Principal’s instructions from January, timesheets were to be duly signed by the Master Trainer as part of proper documentation, which we have consistently maintained without objection. However, towards the end of the month (around the 25th onwards), Mr. Rajesh’s behavior became increasingly uncooperative and inconsistent, particularly regarding the signing of timesheets. Instead of following a clear verification process, responsibility for signatures was arbitrarily shifted between individuals without any defined timeline or communication, causing unnecessary confusion and delays. This lack of clarity and coordination, especially at the end of the working month, created avoidable uncertainty despite our continuous discharge of duties. Such conduct appears to reflect an attitude of non-cooperation and disregard for administrative efficiency, adversely affecting staff morale and institutional functioning.”

“It has been observed that Mr. Rajesh frequently leaves the institution around 3:30 p.m., despite official working hours extending until 5:00 p.m., citing personal travel reasons. This regular early departure reflects non-adherence to prescribed duty timings and results in reduced availability for institutional responsibilities. In contrast, other staff members, including the Principal who commutes from a longer distance, consistently adhere to official timings, demonstrating commitment and discipline. Such inconsistency in attendance and accountability raises concerns regarding work ethics and sets an undesirable precedent within the institution.”

FORCED WRITTEN COMPLAINT
“Mr. Rajesh has further escalated the situation by submitting a formal written complaint against me containing baseless and factually incorrect allegations, including claims that , I do not conduct classes and engage in non-productive activities. These allegations are entirely unfounded and stand in stark contrast to my consistent efforts in delivering quality instruction, developing innovative teaching methods, creating academic blogs, providing digital learning resources to multiple Industrial Training Institutes, and facilitating platforms such as YouTube to enhance student engagement and expression.
It has also been brought to my notice that Mr. Rajesh misrepresented ,
Done Character assassination – deliberately damaging someone’s reputation ) to the Principal that I had spoken negatively about other staff members, alleging that they were not performing their duties at all , which is categorically untrue. On the contrary, it appears that he exerted undue pressure on certain staff members by suggesting that non-compliance with his directions would result in warning memos from the Principal. This created a climate of fear and coercion, leading to signatures being obtained on the complaint without informed consent, with some individuals reportedly not having read the contents of the document.
Furthermore, the said complaint was escalated to higher administrative levels of Company , including TTL HR Baswaraju and the concerned department, without proper verification of facts. This sequence of actions reflects a serious misuse of process, involving coercion, misrepresentation, and potential fabrication of consensus, thereby undermining institutional integrity, professional trust, and due process. Such conduct is deeply concerning and warrants thorough and impartial examination.””
- ITS ESCALATED SECRETLY by Him ,
“Subsequently, several colleagues expressed regret regarding their association with the complaint, stating that their signatures had been obtained under pressure and on the basis of misleading or exaggerated representations. They conveyed that they were not fully aware of the contents or implications at the time of signing and later felt that the process was unfair. This incident indicates the presence of undue influence and miscommunication, further reinforcing concerns about the manner in which the complaint was initiated and supported.
“It has also been reported that Mr. Rajesh conveyed to other staff members that I had been handling critical system-related and intellectually demanding work ( SYSTEM RELATED COMPUTER WORK ) from October to January, but was no longer contributing or supporting the Principal, thereby causing a negative perception about the ATC Faculty team’s functioning.
This representation is misleading and factually incorrect. From January onwards, with the commencement of Robotics activities and completion of the workshop setup, my responsibilities were primarily directed towards conducting regular classes, managing practical sessions, and attending official training programs. and making Students Thrive in their Work, Building Confidence.
The Principal gaaru , understood my situation
I had also appropriately informed the Principal gaaru regarding the increased workload arising from these academic and training commitments.
However, it appears that Mr. Rajesh mischaracterized this situation, attributing increased workload to my alleged non-cooperation to him and further conveyed to staff that they might (WILL ) face professional Problems / difficulties due to me. Such statements amount to misrepresentation, create unnecessary apprehension among staff, and contribute to a climate of misunderstanding and mistrust within the institution.”
THE FEBRUARY PMKVY INCIDENT
In February, while I was engaged in training sessions at ATC Warangal, Our Principal Gaaru instructed me to complete 30 admissions for the PMKVY EDT trade course. I informed the Principal that, due to my ongoing academic responsibilities (Tot Training on Ajna lens ) , it would be difficult to manage both tasks simultaneously.
Despite making extensive efforts, including contacting 40 prospective students from the official office line and documenting all remarks and follow-ups, the admissions could not be completed that day.
i asked help of the principal to assist others so that task can be finished on time.
The Principal understtod / acknowledged my situation and assigned the task to Mr. Rajesh.
Nevertheless, Mr. Rajesh subsequently misrepresented the situation to other staff members, implying that I had deliberately avoided my responsibilities. This false narrative created unnecessary confusion, professional unrest, and a disruptive work environment, reflecting an attempt to manipulate perceptions and target me unfairly within the ATC.”

THE MARCH TIMESHEET INCIDENT - Blasted INJUSTICE
“On 31st March, all required documents and records had been properly updated and verified earlier itself , and the routine process of obtaining Master Trainers’ signatures was in place. Despite this, a procedural stalemate occurred: one Master Trainer (Ram Prasad) directed staff to obtain signatures from Mr. Rajesh, while Mr. Rajesh insisted that they go to Ram Prasad. This circular referral created unnecessary confusion, delayed official documentation, and appeared to be a deliberate assertion of dominance and authority rather than a procedural necessity.
The situation escalated into a tense confrontation, described as a ‘cold war’ of words, with
Mr. L. Saikumar of the CNC trade openly criticizing the misconduct and
unprofessional behavior of Mr. Rajesh. Staff were visibly anxious and unsettled due to the ongoing verbal confrontation.
The Principal intervened to defer resolution, stating the matter would be addressed the following day. This incident reflects a serious lapse in professional conduct, workplace decorum, and institutional discipline, highlighting the adverse impact of ego-driven behavior on operational efficiency and staff morale.”
